    Default We should be able to settle tribes within our borders

    There's no real foederati system. The Roman Empire at this time settled many hostile tribes in border provinces, in order to attempt to ensure peace with them, such as the Visigoths.

    There needs to be a diplomacy mechanic whereby Rome can end a war or achieve good relations with a barbarian tribe, by settling them in a chosen province. Ideally, there would be events that might strain this relationship. But given how important settling various tribes within the Empire's borders was during the 5th century, (which was something like a double-edged sword) it is surprising that it was left out of the game. There's a lot of gameplay possibility inherent in it.

    It's there. Just wait till the roaming horde is within your territory. Then initiate diplomacy and you should see a new diplomacy option Give region. Thus you can offer them a region they are wandering through. Just yesterday I got Vandals settled in Raetia and they have been a very useful vassal of mine

    It is. Only when a horde is in you region which is no your capital and (I think) the region is not the desolate one.

    I've used it as the WRE, giving the suebians a region in Gaul. Essentially doing exactly what you wanted to do.

    Well, you can give a single region in a specific circumstance. When a horde you're not at war with is in one of your regions that's not your capital you can give it to them. The Roman factions can also recruit a couple units per turn I think from a horde in your region you're not at war with.

    Well damn. I would've liked it to be handled a bit differently, but I'm glad it's there.
