There's no real foederati system. The Roman Empire at this time settled many hostile tribes in border provinces, in order to attempt to ensure peace with them, such as the Visigoths.
There needs to be a diplomacy mechanic whereby Rome can end a war or achieve good relations with a barbarian tribe, by settling them in a chosen province. Ideally, there would be events that might strain this relationship. But given how important settling various tribes within the Empire's borders was during the 5th century, (which was something like a double-edged sword) it is surprising that it was left out of the game. There's a lot of gameplay possibility inherent in it.
