(need suggestions,need help) Historically accurate shield, armor, weapons

Okay guys I need help, all I need is some numbers and logical sense.
Which armor,weapon,shield is strongest and most efficent. Which one elites had. Which one is least costly (mass production)

Things to keep in mind.
1. Every infantry has 9 HP
2. Arrow does 3 dmg
3. Most high damage should be 9 DMG
4. You can avoid upkeep and production, but some input would be great. So its easy to make upkeep and recruitment cost for every unit.
