Garrison forces in friendly cities

I would like the option to garrison my forces in friendly cities. When I am trying to defend an allied city this would be better than standing outside of it. Anyone else?

If you wanted to betray them would you start the battle inside city walls?

I'm all for different options. I want to be able to bribe mercenaries in enemy armies and then they join me during the battle. Or If i'm 40 units already they don't show up initially and act as an additional army in my lineup.
