Impossible to Form Confederacy?

I've been play DeI for a few weeks, and one thing I've noticed in all campaigns is that it's seemingly impossible to form a confederacy. If I have 3 provinces under my control, 200+ relations with a single region faction, and offer them 10000+ gold, auto-rejection. If I'm at war with a faction, they have a single general with no accompanying units, and I'm sieging their only region with 2 full stacks, and I offer them 10k gold, they still won't confederate. I'm playing on hard difficulty, and I'm basically just confused why it's so impossible to get anyone to agree to a confederation.

It's definitely not impossible, just the ai can be... fickle. I've found it helps a lot if they are in mortal peril

I've forced Athens to confederate with me one time while playing as Sparta and sieging Athens, they joined me and got me a province north of Macedon and all their armies... I was kinda stupified to be honest. But basically the AI just needs to... feel like it. I wouldn't give up, I have definitely confederated. The AI is just fickle sometimes like I said, and yeah having a huge empire bearing down on them seems to flick on a switch(a foreign empire) since that's how I got the Gauls to unite with me.

It's weird to be honest.

In my Averni campaign, due to my faction bonus on diplomacy I'm on good terms with just about everyone except the guys I attacked at the start, and the Celtic sphere expanded greatly due to this , but I can't convince that one settlement faction next to me to join, but for inexplicable reason the Nervii , which had no less than 5 settlements, agreed to join.

DeI has a slightly increased difficulty to get confederations but it isn't that much higher than vanilla's settings.

It's not impossible, in our current head to head campaign I've confederated with a Tribe playing as the Subei, and that is on VH difficulty.

Ive got two single territory tribes next to me. The Trevorii and Atrebartes. Neither will confed with me.

I've found that factions will confederate with you as long as you're stronger than them, and even more likely if you have a common enemy that's more powerful.
