Some Ideas for Oceans
As of right now I don't actually own Attila, unfortunately my laptop isn't nearly powerful enough, but I have been watching a lot of streams and youtube gameplay. It seems to me that how armies are allowed to interact with the ocean is totally unbalanced. I understand why CA implemented the ability for armies to cross oceans at will, and with just a bit of tweaking I think it can be balanced so that paths of attack won't be limited and allow oceans to actually hinder an army that decides to cross them.
My plan is pretty simple:
1. Make embarking and disembarking drain 100% of the armies movement points and require the army have at least 50% of movement points remaining to complete the action.
2. Disallow armies from attacking settlements by sea, navies will still have the ability.
This would create a situation where bodies of water such as the Adriatic and English channel actually serve a purpose, and will slow down the enemy by 1-2 turns. Now armies can't just waltz into the Italian Peninsula or Spain and start wrecking everything, they'll have to remain offshore or be unable to move depending on their movement points. Removing naval assaults from land armies would get rid of the ridiculousness such as cavalry deploying on shore. It will help the AI because its so broken during landings that it will basically ignore any ships in the area, allowing the navy to go in dry and slaughter half the army before they land, or taking out the enemy general before he can land etc.
This doesn't seem like it would be impossible to implement and would improve the strategic game play on the campaign map immensely. Tell me what you guy think!
And on a minor note, remove the ability for the AI Huns to cross oceans, that's such BS.

Hoards and steppe factions should not be able to travel on water. period. They should be able to cross at the dardeneles and gibralter and thats it.

I've never liked the armies turning into navies nonsense and I don't think most of the core Total War players do either. It was a design misstep in Rome 2 like many other things were in that title. However, we still have it in Attila and it needs to be adjusted for sure. I think probably that certain cultures or factions shouldn't be able to turn their armies into navies. It's bizarre to see a nomadic horde turn into boats and escape my pursuit. I also think that when armies turn into navies it should take one turn. While they're doing that they would be stuck on the coast and if attacked their army would be tired and have lower morale. If they lost that battle then their army would be destroyed since the only place to go is the sea. This could be a beach battle and there could be ships under construction on the beach. Broken units might try to swim to safety.

I agree there should be build time for naval transports. Possibly even paying money for the fleet. It takes two turns to build two siege towers, yet it takes no turns to build a fleet of boats.
I also agree about transports not being combat and ready and not being able to attack cities from the sea. Fleets are pretty useless as is. If transports weren't combat ready it would incentivise using a fleet to protect them.
