He means they are "raiding" razed regions. Which is odd given the desolation but perhaps it's worth some coin. I never tried it.

Raiding in a desolated area does provide income, but very small...like, 10 or so. So there's no reason to do it for the money. There may, however, be other good reasons to raid; there's various traits which improve morale or integrity in that stance. If no juicy enemy territory is readily/safely available, nearby desolated areas may provide an area to use those traits to prepare for an upcoming battle, without trashing your own provinces' territory.
Note that I'm not claiming the AI is "thinking" at that level. I think it raids just to raid....
Yeah in my Ostrogothic campaign there are 3 stacks of Quadians raiding a desolate area...que???
Maybe they are enjoying a nice holiday in the Balearics but without any of those damm tourists/or towns etc etc. Back to a simple way of plundering+looting and killing the odd inhabitant who has ventured out from his hiding spot.
Not only are they raiding they are also keeping vast numbers of women, children and old folks feed and happy in a desolate wasteland of ruins and burnt fields! remarkably resourceful those barbarians![]()
