[Request] Mod to lessen public order penalties (esp. from immigration)

Game's public order system is kinda annoying. I'm forced to build an abundance of public order in most of my provinces at the expense of my economy. I would prefer public order to be more manageable because there's nothing worse than having to constantly play tag with all the freakin' rebel armies that pop up.

Is there a mod out there or could someone make one that lowers public order penalties? I'm not asking for complete EZ mode, but enough so that I don't need to spam public order buildings.

was thinking about changing the values of sanitation buildings so they provide 2x the sanitation and happiness.

I don't see why something beneficial to the city has to add -2 Public Order, wouldn't you WANT a woodcarver in your village? It would create art and furniture for the village improving the overall quality of it. So, I too vote for a mod like this!

hello ppl, this one should be helping to your problem I believe (less base unhappiness for Immigration)
but how much help will it do that I'm not sure, needs some testing, if you could let me know please since my Overhaul includes this too
