    Running my own test, it certainly seems like the AI will not, or has a much lower chance to resettle a low fertility province. This is obviously problematic in the late game when the entire world is 0 or 1 fertility. In my current game into the 440's the AI has made no noticeable resettlement in 30+ years. I made a mod to remove the effects of the climate shift, restoring fertility to default levels. Within 2 turns I have noticed 5 resettlements in Europe.

    Seems like they won't or there is a greatly diminished chance for them to colonize razed territory with 0 or 1 fertility.

    I don't think this AI behaviour is an issue as it's fairly realistic, only the fertility values aren't. I mean it's stupid that in the end game Italy is as fertile as Denmark, just makes no sense. It should first decrease in the north, and then somewhat around the mediteranean, because otherwise by the end game the whole world is infertile as max fertility is only 5, which makes no sense at all.
