Expansionism diplomatic penalty broken?

I'm getting the impression that the Expansionism penalty that is tied to the player's Imperium level isn't working as intended. Every time you rise a level in Imperium, it adds the extra Expansionism penalty points to the player's total accumulative Expansionism score, as it should. But when you lose a few vassals / provinces and drop a level, it doesn't subtract the Expansionism penalty tied to the Imperium level you just lost. Instead it adds it again! Anyone else noticed this?

Hmm, I recently regained that Imperium level I had lost, and this time the penalty dropped back to what it had been before. Weird. There must be some additional modifiers besides the Imperium level that I don't know of ...
