Default Why exactly does Numidia start off as a Client State of Carthage?

I definitely seem to remember from a couple of documentaries that Carthage was the one paying out tributes to the Libyans and Numidians not the other way around. Yes, the Numidians provided some cavalry for Carthage on some occasions but that wouldn't necessarily make them allies and especially not clients. That's like saying Epirus and Egypt were allies because they gave them some elephants. Also, why exactly is the Gaetuli defensive allies with Carthage? I say both Maeseyli and Gaetuli should have a non-aggression pact with Carthage and Carthage also get a military access pact with Maeseyli.

I always heard they were tributaries only after some Punic War Action weakened them greatly.

Also remember gameplay considerations have to be taken into mind too.

Also the Gaetuli never even heard of Rome until 111 BC so why would they be dragged into a Punic War?

But at no time ever were the Numidian tribes clients or under any true authority of Carthage. I can't really understand for gameplay purposes either when Carthage already has 2 scripted armies if I'm not mistaken. Also, the limited recruitment mod that was implemented in Dei since 1.0 helps them out a ton aswell. Only time Syracuse actually stands a chance now is when Rome joins the action.(As it should) So, Carthage really doesn't need the extra help any more.
