Few thoughts about roman military buildings
Hi, I'm playing Augustus campaign as Octavian, and I think maybe the roman buildings should be reworked somewhat. The thing is that I don't have the need to upgrade the roman legion barracks (2nd level) to 3rd level only to get cohors aquilae (which should be available on the 2nd tier barracks with the legionary cohorts) and no need to upgrade especially to 3rd tier, only for the public order bonus (not mentioning the costs and the food penalties). 2nd tier barrack should have cohort aquilae, more garrison (actually to feel that the city is military based and protected), 3rd tier should have +1 recruitment capacity with more elite garrison units, recruitment experience and moral bonuses. Historically the legion barracks were quite a big deal for the roman province. You should feel it in the game.
Also I think the auxiliary military buildings add too few auxiliaries, I feel most regions provide only cohors vigilum, antesignani, and 1-2 culture based levies, which in the most part are useless. It's quite rare to see cavalry, culture based strong auxiliary infantry (spears and swords) and archers. Yes there are some regions with quite good auxiliaries, but they are too few in my opinion. In custom battle there are tons of aux troops, which I haven't seen in the campaign (I know some are from the Imperial reforms)
Also I think the call to arms edict should bring recruitment capacity bonus (maybe a moral debuff, implying that the recruitments are fast trained in times of need). This will bring more depth to campaign and the players will have a reason to use it in civil wars, when fresh new armies are needed fast.
I haven't played the grand campaign for 4-5 months, I don't know if there are changes.

I certainly agree that first cohort (marian) should be available from the second tier barracks, however, I think both first cohort (imperial) and imperial cohorts should be at the third tier building.
By the time you hit marian reforms, you almost never have that many military techs researched to have the third barracks available, because there is simply nothing further down that path after the merc discounts that is useful for the first 150 turns.
So once the marian reforms hit, you can't build a historical legion, because no first cohort (marian).
Really it's incredibly annoying.
