How can I change province ownership?

Hey,

I just wanted to modify my startpos.esf in order to give away some provinces from western roman empire to eastern roman empire.

I tried that, but it doesn`t works:

CAMPAIGN_PREOPEN_MAP_INFO -> REGION_OWNERSHIPS_BY_THEATRE-0 -> REGION_OWNERSHIPS-171 ->

att_reg_pannonia_sirmium
att_fact_western_roman_empire -> changed that into att_fact_eastern_roman_empire

Then I did that:

CAMPAIGN_PREOPEN_MAP_INFO -> REGION_OWNERSHIPS_BY_THEATRE -> REGION_OWNERSHIPS_BY_THEATRE - 0 -> REGION_OWNERSHIPS -> REGION_OWNERSHIPS-171 ->

att_fact_western_roman_empire -> changed that into att_fact_eastern_roman_empire

Then I saved file and restartet ATW.

Started campaign as western roman empire, but sirmium still belongs to western_roman_empire

What I´m doing wrong?
I edited the original startpos.esf file in steam\steamapps\common\Total War Attila\data\campaigns\main_attila\
Nothing seems to have changed.

BTW, where can I change the positions of generals (with army) on campaign map?

no assembly kit for atw now, so anyone knows how to do it by hand?
