    Default Government type suggestion

So I just wanna mention that Carthage WAS a republic, as well as many greek nations were democracies (athens for example) but playing as them you just get the feeling that they are overall kingdoms, wich works just fine when your playing say macedon, or pergamon as such as they were monarchies historical, but when playing as the free greeks there is no sense of unity with them, it just feels like they are a playable "rebels" faction as they start out with pretty much every greek city, this isn't as big a problem as many of them can be played as their own separate faction (missile, bosphoran kingdom, bithyia and syracuse for example) but what would be nice is if we could see more political things like with the romans. Carthage is where it needs it most as that is traditionally a Republic but again just feels like its a monarchy, what I would love to see is more emphasis on what these nations actually were, you could also do it with Massalia as that was also a democracy, so being able to add those to the campaign, offices and such, making your family tree smaller, and more generals that have the option to own offices in the government like rome did would make the game much more interesting. Hopefully it can be done, oh also, just a little thing for carthage.... elite african pikes and african infantry would be nice to see .

I like your ideas and I also role play and use the faction as historical as possible. For instance, for the Romans, I make allied/client states out of every city in Italy except for Rome. In this way only Latium provides Roman troops and all other cites provide Allied troops. I am flexible to make exceptions for example when Rome recaptures Capua, I enslave the population and annex it taking away any autonomous authority and making a second center for Roman recruits. I client state all foreign conquest during the Republic time period to get quick and easy troops. During the imperial era, I start to annex all formerly allied/client state cities. By then I have most the necessary building built up for a quick conversion.

As Carthage I believe their is some sense that they are a Republic and have allied/clients under their thumb as they have AOR of variety depending on the area they are in. Spanish troops in Spain and Libyan and Numidians in Africa so I think the modders have done a solid job. Although I like your idea of African pikemen and such.

As far as the free Greeks go as a faction, I feel they were represented better in RS1. I like the idea of being either Sparta or Athens or Corinth etc, but as their are only 20 slots for factions, they wisely tried to represent a larger variety of factions other then just several similar Geek city states. But factions like the Achian league or the Aetolian league would of solved a lot of problems and combined groups of city states. I also miss having the Numidians as a faction next to Carthage. Can't pleae everybody!

it defiantly wold be nice if some factions became Leagues like you mentioned. and I defiantly would like to also see some more balancing, to make light infantry actually useful.

'Leagues' of any kind were avoided for good reason.....they never lasted very long. We discussed the various leagues at length during development, but the problem was that they changed so fast from year to year there was no good way to represent them other than 'fantasy'....meaning, an 'Achaean' league lasting for several hundred years was silly, the Greeks were just too combative with each other, and constantly warring. There were also 'tactical' considerations as far as how factions were 'built'. For example, the second Achaean League existed between 280 BC and 146 BC...and would've existed during the RS2 time frame....However the league soon ran into difficulties with the revived Sparta of Cleomenes III , upon whom the faction of Sparta is loosely based. So if you read the history of these two leagues, the Achaean and the Aetolian, you'll see city-states swapping themselves out of them, going to war with them, joining one or the other either willingly or forcibly...it was just impossible to historically represent this in RS2. So we chose to focus mainly on the individual Greek city states as 'factions'.
