    The gist: The fracking ban in NY state, has sent 15 towns checking whether it's possible to secede to Pennsylvania where fracking is embraced. They cite way richer neighbors across the state border. Whether that's even possible needs examination and they do that.

    Personally, I'm all for fracking and for cities and towns being able to switch states.

    Not likely to happen. Although its ignored, there is a fair lot of legal debate the status of West Virgina in legal journals. And the conclusion it is (as a state) Unconstitutional. Given that actual border alterations typically only stem of the period when Federal Territories were converting to States - as in:

    And that the US government made no alterations to the CSA states during reconstruction. I pretty much going to say that any munipality trying to leave its state would face legal challenge and have no real grounds to fight a case to the SCOTUS - likely would even get a hearing.

    As for fracking - I don't have a problem with it. But I would like thoughtful US regulations to nudge the industry to minimize environmental impact and toward efficient - less of wild cat situation. In particular cracking down on Methane/NG/etc burn off so it gets used as an energy resource and some combination of credits, inspections etc to push forward gas based fracking and minimize water usage and risk to ground water.
