I really didn't want to play a campaign as the Huns where only a select few horse archers could shoot backwards, so I gave them all Parthian Shot (okay fine, this was fixed in Patch 2, but only for the Huns). It's a simple mod, but it does what it says on the can. This mod also gives the "Fire Whilst Moving" ability to those hybrid cavalry units with bows that were missing it (details below). Feel free and please do use this in any battle overhauls or other mods. This mod is entirely composed of table fragments with only the necessary lines included, so it shouldn't be hard to add into another pack.
I've also given the Parthian Shot ability to those hybrid cavalry units that carry bows: Taifali Cavalry, Elite Sarmatian Cataphracts, Clibanarii, Shamans of the Eternal Sky, Savaran Sardar, Spahbed, and Persian Scouts. These units all have "Fire Whilst Moving" now as well. A side effect of this is that Persian Scouts now also have the "Snipe" ability. Enjoy.I was too lazy to give them their own attribute group just to remove that ability.
On the other hand, I did end up making a new attribute group for the Taifali Cavalry, so they could keep their "Expert Charge Defence."-Removed in the latest version, since CA removed it as well.
While testing, I noticed three Hunnic units (Steppe Mounted Tribespeople, Steppe Lancers, and Steppe Cataphracts) had missile cavalry attributes without actually having missile weapons. I've fixed that here too...-Unfortunately they still behave like they have bows and the shot type options will appear on their list of abilities, so I've rolled back this change. Shouldn't change gameplay at all though.
Let me know what you think, or if I've made any mistakes or missed any units. There might be some mercenary unit I've missed, as I didn't go through those in detail (they're harder to check in-game), but most should be okay.
And of course, this mod is savegame compatible. It may not be compatible with all battle overhaul mods, if they change entries in land_units_tables or unit_attributes_to_groups_junctions_tables. But my changes there are minimal; they should be easy to copy/paste into other battle mods (I've made it that way on purpose, so it's easy to incorporate).

3/25/2015 - Updated for the Tin Isles Patch. Taifali Cavalry no longer have "Expert Charge Defence," and I've rolled back my changes for those three Hunnic units that have Parthian Shot even though they don't have missile weapons (so now they have it again).
3/26/2015 - Fixed those Celtic units missing Parthian Shot (gave them new attribute groups).
3/29/2015 - Actually fixed those Celtic units this time.
2/28/2016 - Updated for the Slavic Nations DLC, and added a Mediafire link. First time I've actually had to update the mod in quite a while, because CA gave Parthian Shot to several units that didn't have it before, so the mod is smaller now.
10/11/2016 - Fixed Bucellarii missing Parthian Shot.
