Correct me if I'm wrong, but I think you misplaced file locations in the phase 3 zip. In the phase 1&2 zip you sent, you had the .pack files in data\The Great War\Files\ but now in phase 3 the pack files are in \data\The Great War\.

Put the pack files with the other files in the launcher (data\The Great War\Files\ ) and put the contents of the ww1 main folder in data\campaigns\ww1_main

Just a little report on my experiences thus far.
Germany VH/VH
Turn 1 :Austria hungary immediately breaks the alliance and declares war on me. for the next 15 turns no amount of money (up to $23000 for 5 turns) will make them sue for peace. In turn the Ottomans break the Central powers entirely. still trade partners, but no longer allied with Germany, Austria Hungary.
Turn 5-6: I have Liberated the Latviks, I am unable to continue my advance as suddenly Russia has sprung a huge leader fronted stack in Estonia. Am now on the defensive. France/Belgium appear complacent until i actively send a unit into belgian territory. lot of small stacks from france in the area.
Turn 8-9?: All countries (except spain who has been the only country to seek an alliance with me) declares war on me. Trade is at a complete halt. Britain is leading an Admirable war at sea with large stack patrols. however, no british feet lay foot on mainland Europe. Austria takes Bavaria in a small stack jamboree.
Turn ?: (The chaos of the sudden attacks and trying to hold up the pressure being put on me from all sides causes me to lose count of the turns.) Spain, pressured to be like all the other cool kids declares war on me.The Danes have taken Mechlenburg. Of note is how well Switzerland appears to be doing now. However, Italy breaks the Switzo-Austro-Italo alliance and takes Switzerland in a short campaign.
Turn ???: Spent wondering why no other country wants to be my friend. I have Ivory... and Spices, spices yumyum. No one?
Turn jellybeansubmarine: France is now spear heading the western front. Tiny stacks a-plenty. The Dutch are giving small assistance to France but never crossing their borders. Alsace has been taken by rebels. Definitely very spontaneous on this difficulty setting. The economy, though doing quite well, is of no use to making large armies or units as I have to fight conscript landwehr guerrilla wars against the scattered stacks. To my surprise, Romania is doing well against Austria, taking its northern territory.
Current Turn: Going to continue on until a resolution is met. Outlook is grim on my survival. Send spices...

Thanks for the feedback so far all testers. If you could please remember to send me your logs at the end of each campaign that would be fantastic. They are in data\campaigns\ww1_main and are called factions_log.txt.
Also VSC, can you tell me your difficulty please?

Strange units appeared. Austrian flag but labeled as british brigadiers. Behavior is like that of researchers. Cannot be confronted.![]()

Hello, I have a large abundance of free time which I could use to play test.
Just want you to know I never recieved the new PM for phase 3 but also do not feel u have to rush it to me cause a very crazy work schedle this week but I can do more play testing next week
