cannot recruit legionarii capite censi

I apologize in advance if this is a stupid question or if this has to do with reforms or anything. I have skimmed trough the forum but I really couldn't find anything about this unit.
Anyhow to the point I cannot recruit legionarii capite censi. Which I suppose are the beginning units! they just aren't in my recruitment roster.
I am not using ANY other mod. I have 100% latin culture so I don't know whatsup!



as you can see "legionarii capite censi" is not invisible.

What could cause this issue?

After Marian Reforms they become available. But seriously: Why would you want to. Just bad legionairies. Might become interesting if we get a population feature.

ahh I see, I supposed since I could recruit all the other units that where highlighted in white I was also supposed to be able to recruit the legionarii

And ordinary you would be right. This is a little buggy, no big deal so, its just appearance.

Yep, that unit should be grayed out, but isn't. Those are "volunteer" legionaries unlocked after Marian reforms.
