Hold Shift and hold left mouse button while you drag or Hold ALT and hold left mouse button while you drag.

How about mouse drag movement with grouped units? You can drag to adjust position and spacing with single units, but grouped units cannot be adjusted, only moved from place to place; ex. 4 spearmen grouped together will be set as 4 separate groups 5 or 6 ranks deep with spacing in between them, and when you go to click and drag the whole group to move them, you cannot adjust their spacing so that they appear as one solid line of spears. Am I overlooking and option toggle or keyboard shortcut?

I am not fully sure if this is what you are talking about, but Press ctrl-g to make an unformed group which you can right click and drag to specify position and width (rank) of each unit.

Hello! Does anyone know a mod that will bring back the controls from Rome II?
Basically, I'm looking for a mod that disables the automatic locking of groups, as well as a mod that allows me to position multiple units by dragging them without having to hold Alt.
I tried querying Google, but haven't found anything... Only people complaining, and others badgering those people.
