Hello, quick question. Does this mean I can still milk countries with trade agreements for money on the first turn before declaring war, on the first turn. It only mentions that I have to be at war after the first turn, and that I can never make a peace agreement. Does anyone have a sure answer, im not interested in guesses since this is a technicality. If anyone knows it would be hugely appreciated. (Not DEI-related but doing it with DEI so thought I might ask here)
