Default Friendly cities impeding army movement

Presently, when there's a an allied / vassal city in the way, it takes an army up to 3 turns to move around the city instead of just going straight through. Because cities are so insanely huge on the campaign map, an army is forced to leave the road and march through difficult terrain, which is super annoying.

Probably this is all hard-coded and can't even be changed by a mod, but I thought I'd ask anyway. Can anything be done about this?

You could probably go over the city. Just don't fly too close to the sun.

Pretty sure military access let's you do that.
I'm afraid I haven't experienced that ever before, or I have, but it's been so long since I ever needed to travel across "friendly" territory since
my borders are now made up of Rome's historical borders, everyone else outside of it is usually just an enemy

Nope, it does not. I know because my (relatively) small core empire is surrounded by a host of vassal kingdoms and allied states, and I have to move through them frequently to get at the enemies of Rome.

Yes, only the owner can go through settlements and use 0 movement point while "inside" so it makes for some pretty stupid situations where your friends/allies occupy important crossroads filled with rivers and forests. I dont know if its moddable but probably not, because to go through someone's settlement you have to be able to "garrison" it.

I also was annoyed by it in my first campaigns but meanwhile I like it. Surely some cities are too big, but that's a different point. Allies and clients are states of their own and would certainly have some resentment to allow bigger parts of maybe-plunderers easy access to their cities. I also would not like to let bigger parts of my troops go into narrow spaces filled with lots of foreign people for trouble.
