Default Something odd about public order

I've noticed that often public order in a province will decrease from one turn to the next even though the "Change per turn" popup has a green (i.e. positive) number. Is this intended? I've never seen this in older versions of DeI.

EDIT: And no, the provinces in question were not affected by hostile agent actions. At least I didn't get any info messages about any hostile agents messing with my provinces.

Happens to me too, especially in multiplayer campaigns.
Some changes arent displayed but I do not know which.

There's a public order negative from fleets docked in your cities, which doesn't show up in the UI. That might be it.

Oh. I wasn't aware of that. Yeah, I did have fleets docked in some (or maybe all) of those provinces. I'll try moving them out of port and putting them on patrol duty ... see if that changes anything.

No, I do not think so. I have moved fleets in and out without there being any change.

Perhaps what antred is witnessing is weather related?

Had that in land settlements too, even without an army garrisoned/patrolling.
But in SP I never had problems.

That public order negative from fleets is in DeI, as long as your fleet is more than 1 ship. Just an admiral by himself will not cause a public order negative, but more ships will. If that's not working properly, I assume there's a bug somewhere.

But yeah, maybe the seasonal effects are part of the change he's noticing.

What faction are you playing? Some factions give a bonus to negative public order from having the wrong culture (or having the right culture), and I know the DeI team have made a slight modification to the Cultrual Tensions PO depending on what cultures are present (Which isn';t fully explained). These can really add up, espeicailly if your Getai going into Scythia, or Massilia going into Gaul and Ibera.
