Check the tech tree. In RTW you could in the highest stable building. So check your top tech stable building and if it's not there, check the top governor building. If it's not there too, either you can't, or it's in some other building.

Use your princesses to marry good nonfamily "Generals" or the non faction heir/leader of other factions to get them to join you
