Default Rome unit upkeep same after reform

I just got my Marian Reform for Rome, changed all my hastati/principes/triarii to Legionaries.

From how i see it my units did not get cheaper while they should have...

My current Veteran Legionaries cost around 150/180 per turn, this is different per Legion.
If i recruit Veteran legionaries they would cost around 109 per turn.

    Why is this?

btw i have the -20% upkeep submod.

I had no issues with income when i obtained the marius units and now i am fielding 6-7 legions filled with imperial units costing 150-190 for mele units and 2 cav units for 200-300 and 2 siege weapons for 300ish with a total of -30k with a income of 31k and i am currently keeping my taxes on the lowest, so in total i am making 60k-80k ish per turn on very high taxes, Make sure you spec all of your navys and most of your armys into civil traits for empire mantience reduction, that could make a difference between a extra 1k-3k per -1% empire matenence.

That -20% upkeep mod should be compatible, just checked. Make sure you use the version from January 9th.

What mods do you have activated? List them all please. I'm 100% certain it is an error on your end.

DEI faction + unit names English
    Divide et Impera
    DEI Reduced costs/upkeep
No region traditions ( tried disabling, didnt work. )

    That is all.

I used to play with Radious but only installed his mods via Steam modmanager en i have them disabled at the moment.

    I found it!

I have my faction leader in Rome stationed, and if recruited with him garrisoned inside Rome it lowers the upkeep quite alot.
While the other Generals are all out fighting and have less experience resulting in higher upkeep of course xD

    Thanks anyway guys
