Shield missile block chance

I was looking around with the pfm when i noticed something strange. It seems that the shield type 'none' (i.e. soldiers without shields) has a 20% missile deflection chance. It seems weird that unshielded troops can protect themselves from missiles that well or is it just a gameplay balance methode?

On a unrelated note: macedon late companions have 15 shield armor although they don't use shields.

I put it for the sake on non shielded units being anihilated by missile fire, while shielded and armoured units suffered 0 damage. It made units like Hetairoi or Cataphracts get destroyed by missiles too.

Anyway, this should not be a problem after I will finish my new missile rebalance, big changes coming in that aspect.
