I have my imperium in level 3 and I am on turn 52 but I haven't received any message about a reform and still can't get Thureos units. Why not? The Thureos Reform requires 60 turns and Imperium Level 3
Really? I looked at Dresden's military reforms and it says minimum 50.
I am not 100% sure either but I think you are right and Litharion mixed it with global reforms. I might be wrong though and the "reforms help thread isn't up-to-date. Not sure because lastly I only played Romans
My question would be don you use any other mods? Because there are some which might break reform scripts.

good question I think since unit upgrades are there, reforms are sometimes a little bugged. I didn't have any major problems (for me they always worked fine). Maybe just play those additional 8 rounds and report back if reform happened. If not we have a bug...

thanks for your help, I mixed up the reform requirements a little
