Historicaly. The Praetorians were men guarding the general. The Praetorian Guard was a unit of nine cohorts
mainly caring as the Imperial Guard. In game they (like in History) don't exist parallel to each other
Their description tells you all the difference. First unit is marian and second one is imperial reform unit, just like the Legionares and Imperial Legionares.

Pretorian guards should replace regular Pretorians after last reform.

Wait, in my DEI, the best units ROME has are legionarii veterani. Thought they removed praetorians.
Is it a bug or not?
Praetorians are still in DeI, but only as a general's unit. Both versions of Praetorians might be available at the same time if the general in question was generated during the Marian reforms, but you only put him in an army after Imperial reforms.
