Free_Upkeep_Unit doesn't work

Actually, I am playing Third Age v3.2 mod.

I checked the EDU file. There are units which have "free_upkeep_unit" ability. But in the game some of them can't benefit from it when garrisoned. Like "Noretirno Warriors", they are a common 2. level archery/sword unit.

Any idea ??

You need to be able to recruit the unit in the settlement it is stationed in.
