Sorry for being so cryptic there. I'll try to explain myself better.
Here we see that Hayasdan has 6 options for religious building upgrades:
But if construct a level 2 religious building, not only can I not build another one dedicated to the same god (as intended), another god is eliminated as well. In this specific example, when I build a level 2 shrine to Anahit, I can no longer build a level 2 shrine to Hur (the god who shares a symbol with the baseline level 1 shrine) in the same settlement:
I was just wondering if this was a bug, or intended.

You can't build two temples of the same god in the same city. Same goes for the agricultural buildings (like Phasis in your screenshot); you can't build two of the same type in the same city.
Oh, woops. See what I get for looking at the screenshots and not really reading what he wrote.I assume some of that "canceling out" is incorrectly assigned in some table then. That's what it looks like anyway.
Hey one other related question:
Should Masselia have an ancillary that gives "10 boost to Celtic culture" Seems like that would not be beneficial?
