No future with Baktria? :'-(
Turn 50.
I conquered the circle of cities around the capital, but I can't go further than Opiana and Alexandropolis because riots will be unbearable. They already are in some of the cities near the capital that I took.
Most of the cities I took aren't conquests but allied states, even some I took from Seleucids, there's not much to build there and as they grow to bigger sizes their happiness will plummet.
Only a couple of my cities (two or three) can have a government that allows military outposts and very slow cultural conversion.
I upgraded Baktra to a large city, but can't upgrade the greek poleis in there because it's only 50% Greek, rather than 69%.
There's no way to get cultural conversion going in Baktra that I can find, because outposts can't be built in that sort of government.
My capital is stuck at 50% greek culture forever, basically. This blocks me from upgrading the poleis there, and this means I can't send colonists to the handful of towns that could actually get them. Other cities will remain allied until they grow and rebel.
That means that Baktrian campaign is really pointless, there's nothing to build for or build towards. Your capital being stuck at 50% culture ensures cultural status quo in the region.

Do you get riots even with governor, 3 cheap toxotai or whatever, one temple (law or happiness) and low taxes? If yes, then it seems weird.

Replace the government with the allied gov. I'm at 52% greek after switching 10 turns ago.

You can add b0Gia's submod which in addition to many other things, adds a metropolis to each Hellenic faction so that they overcome this issue. Or you can add a metropolis yourself to Baktra in the descr_strat file.

Map isn't very well balanced either. Compared to Italia, Greece and Asia Minor interacting with one another trade-wise, what you can pick up from the cities deeper in Persia, Spain, Gallia or North Africa is really a miniscule income, when you adjust for distances from your capital that also are massive.
Maybe there should be an independent money script that'd add a flat amount of money each turn to the controller of each city of the Silk Road? This way we'd get this vein of wealth towards Asia Minor that Persian empires could tap into and match Greece's or Rome's revenues.

You can write a simple script that checks who owns each of a suite of cities and gives whatever amount of money you want to its owner every turn.
