Marian reforms not triggering

I changed the Imperium required for the marian reform to 4 and 100 turns but It wont trigger.
Edited it both in the main DeI pack and in the 5a update but still it wont trigger. I had it at 4 imperium in the main pack file and at 5 in the update, edited the update at turn 99. Do I need to start a new campaign to take effect?

only use the latest DeI pack 1.04 and edit the reforms based on that script. Take a look at the the DeI_Reforms_Log

I have the feeling that it needs a new campaign. I modded the Greek thorax reforms to appear at level 4 and turn 140 but it never showed up. Then, prior to my new campaign, I changed it again (to level 3 and 160 turns but that doesn't matter imo) and I got it.
