Wich units could be free

Hello, I am still puzzled by the free unit system. A list of the potentially free units would be great. In fact I think that it deserves to be improved as I don't see why an hopite or a unit of xystophoroi would be free while toxotai or phalangitai who are available with the colonial system are not. It took me a while to understand that and I played almost only with greek factions.

They have to be given the attribute in the EDU. I agree, it would be nice to see a list, and there are some units which do not have any benefits to keeping garrisoned which should probably have it, but the minor settlements help with this too (in terms of your financial bottom line).
