Food and Squalor Mod

Is there a working mod for 1.03 that reduces/removes food and squalor on buildings? I know some will say this is like cheating but this whole system bothers me more than i can say

I agree having -10 food and +6 squalor in addition to +2% empire matinence for the level 3 barbarian barracks building is silly.
