    Default Can not recruit units

    I am playing as Athens on turn 126 and have the Hoplite Barracks and it shows Athenian Pikeman and Thorax Legionaries can be recruited but I can never actually recruit them. In my Rome campaign I had the same problem of buildings showing I could recruit a unit but it would not come available. What am I doing wrong or missing?

    Those units are both locked by reforms. Have you reached the reform requirements yet? And also have you researched the upgrade technology?
