Too much unhappiness in regions

Hi DEI team, im been having a really hard time with unhappiness in the game, (the regions, not me), and i dont know if its a bug or just how its meant to be.
In almost all my campaigns my regions suffer from great unhappines which without me leaving armys patrolling result in rebellions. This happens without any garrisoning, no deasease, no events, no raidings, and 100% my culture/religion. I cant even move all my armies in fear of rebellion, and ofcourse its worst if i conquer a region.
Im playing on very hard campaign.

It's one of two things

1. Slaves : do you have a lot of them?
2. Squalor : check out what buildings have negative public order and consider if you REALLY need them, don't always tech up the buildings just because you can.

I tend to leave at least one character around safe provinces so he can give some bonus, he doesn't need to have an army, just himself, and keep him around the border of provinces so he can go back and forth to help with it's unrest.

First of all. Playing on VH will automatically give you a decrease to PO just because of this.
Second. Try doing what RollingWave suggested.
Third. Try lowering your taxes if needed. I do this from the beginning since it will seriously add to your PO and the happier they are the more gold you get. Besides the income from taxes in the beginning of the game is so small that lowering taxes doesnt really hurt your income at all.
