    Default Freeing and restoring regions?

    I managed to conquer the former region of the Venetians and was able to free it and restore to the original owner. I my current war with Rome I deliberately conquered Carthage from the Romans to give it back to the Carthaginians but it was not possible. I presume that the freeing mechanic is only possible if the original owner faction is totally wiped out (which Carthage was not)?

    Is the freeing mechanic vanilla (which I only played for 2 hours long time ago) or from DeI? Is there a mod that transforms the freeing mechanic also to still existing factions or is it not moddable?

    Reinstating factions is only possible if said faction is destroyed, this is a vanilla mechanic too.

    Modding this isn't possible, as essentially you would need to be able to trade regions, which of course is impossible in Rome2 hence not moddable.
