Confederations

How far into a campaign do these things happen, is there an event or tech that triggers them?

Im about 150 turns into a roman campaign into my Roman campaign (VH/N) and am just about to hit imperium level 5. The start was tough but I feel like im getting to that usual point in a total war campaign that no one can challenge me.

I know there are diplomatic penalties at higher imperium which may make things more difficult but was also looking forward to some factions creating confederations or alliance blocks to try and slow me down. Is all that stuff still to come in my campaign?

In my campaign Seleucids are other major power, their ally is Pontus, Athens, Cyprus, Trapozos, Sparta, Sardes, Pergamon and some other, they control around 1/3 of the map.

A confederation can happen if two factions of a similar culture are threatened by a larger faction, so they join together against them. Or at least that's how they're supposed to work. I'm not 100% sure how the AI factions decide to confederate, but I think it's something like that. Same goes when you're playing a faction trying to form a confederation. If a "same blood" faction that is weaker than your faction is threatened by a more powerful enemy faction, they'll be more likely to confederate with you.

Also it is common now that nations will ask for your protecion in form of client state. Mostly there are the nations who are at war with many enemies or when they know they will be beaten by player. I hold 5 client states and declined 2 more.
