Empire Maintenance and Civil War Aftermath

My empire maintenance is over 100%, besides governors and general traits, is there any way i can drastically lower it? or is it unavoidable. My Seleucid Empire spans from the end of the map to asia minor, all of arabia and part of the steppes.

Also(in the same campaign), i won my civil war and i am at high risk of another one, is the Seleucid's unlike Rome that they can chose between a republic and an empire or is that Rome exclusive only? and will i continue to be at risk of civil war throughout my campaign?

Im at imperium 7 as rome. my maintainence is ~69%. im making 13k per turn while upkeeping max # of units across 14 stacks of elite units, i don't even know how to spend the money... this is on VH too.
you actually have money issues?

my civil war hasn't happened yet. I've been keeping my influence low to avoid PO penalties. what you mean at high risk for another, how can you tell?

Yes i have money issues with only 4 stacks of semi elite units and im barely earning anything, i'm not sure what imperium i'm at but i can recruit 7 governors

Only Rome and Carthage have the choice between republic and empire after the first civil war. Since patch 15, every faction can have multiple civil wars occur in a campaign though.
