Sorta kinda makes more sense like that tbh.
They've probably done this to increase the likelihood of the player actually having to deal with them, rather than them just settling down somewhere random like north of the carpathian mountains or something.
Presumably this will be quite easy to mod anyway.
Extremely inaccurate comparison. The Huns could also be a threat as a settled faction in the heart of your empire, now it's possible to avoid them for ever, let them conquer without spending a single soldier and then conquer back the lost provinces, when the Huns will have left. Also, don't forget that the Huns have been confirmed to be playable, so that drastically limits the options of the gamer who plays as them.
Why would they make it so that the Huns cannot settle down? Is this a measure to prevent the AI from settling down in some random place? How are you even supposed to win the game if you're playing as the Huns if you can't capture anything?

Well Huns sorely establishing client states seems perfectly acceptable to me.
Still, I would figure that a Hun leader would want to find a homeland for his people. Isn't that what every horde that attacked Rome was looking for? A place to settle down with good fields for their people and rich pastures for their horses?

That's stupid. The Huns did become semi-permanent, just read Priscus. I have papers that describe Hunnic houses and landlordship in the Carpathian and Middle Danube region on my flashdrive.
The Huns settled in Hungary because they wanted control of the Amber route. And they were in a prime position to extort both halves of the empire.

I've just finished a book of a french historian, specialist of the period. He said that the Hun didn't want to take control of territory. Why ? Because they already own a lot of territory in eastern Europe. So they keep pressure only for the tribute given by the both Empire and their German "vassals".

There's sort of two schools on the Huns: one saying that the Hunnic Empire was a massive state like the former Xiongnu Empire that stretched from the Danube to the Aral Sea, and the other says that the Huns were organized like the Xiongnu, but were in many smaller states due to a combination of geography, trade, and changes in organization, etc. etc.
So much for allowing the player to rewrite history...

My other question is how do the Huns get more men for their armies? They can probably pick up levied troops from Tributary States, but unless their mobile settlement can train troops, how do they get reinforcements?

I guess that is to stimulate their Germanic vassals constituting almost their entire empire.
Would be better stimulated with Aor and bad public order.
