I'm new to DeI and would like some tips on it. Is DeI just designed for the Grand Campaign or does it work with the other ones too? Are there recommended submods to use?

The mod is aimed at the Grand Campaign, but works with all of them. Also, take the campaign slower than you would a vanilla campaign. It helps a lot with economy and public order problems
It looks like DeI changes how hoplites work. Why does Hoplite Phalanx make hoplites vulnerable to projectiles?
Not all of the ability tooltips are accurate, I think that might be a mistake. Certainly, it doesn't seem to me to have that effect
Main difference it that only in DeI hoplite phalanx actually work and it is only mod that makes AI use it in combat too. Thing with projectiles is propalby old description bug.

Well if the tooltips aren't accurate that's really going to confuse me on what I should be doing. Does DeI change the building chains at all?
Might be one or two out of every tooltip that can be wrong in some places. Not a thing that is game breaking in any way.
DeI do add a few things to the buildings chain. Cities can be specialized to military, civil or economic powerhouses.
