I can recruit both late period polybian units as well as marian units after the marian reform.
I have DEI 1.02 and the only other mods are music ones.

iirc for some turns after the reform you can recruit both till only the late units are available.
In itself is historical accurate, since the Polybean reform was a gradual one, taking 100 years or so.

I had this problem back in .96
Reached Marian a dozen or so turns ago in my campaign, I do not have this problem; just pointing out it's working as intended for me.
Purple researched before any reforms took place.
Back in .96 I was using Caesars legions and I thought maybe it was that
I only have a music mod and the different event cards mod.

Same here. I can still recruit late polyban units, e.g. Triarii (late) and the new legionarii. And no, I do not use any other mods.
Actually, this is historically correct! And I like it!
There was never a Marian Reform. It is an invention of historians of the 19th century, which trended to cumulate events to one famous person. Their theories were also supported by a lack of proper dating of sources. So they overestimated Claudius, Hadrian, Diocletian and even Augustus too this way.
What we call the Marian Reform was a process changing a lot of things in roman military: cohors structure, unification of equipment and training, recruitment of proletarians ...
This process started in the 2nd punic war, when Scipio used cohorts partially and ended perhaps not earlier than the social war 90 BC. Until then we got a co-existence of both systems. Marius integrated a lot of older ideas and implemented them on a larger scale for his campaign against the Cimbri et Teutones. But other commanders still recruited the old way. There are just 2 things, which are most probably invented by Marius himself: the eagle as the one and only signum, and the wooden peg in the pilum.
So this reform developed over about 200 years and even when Marius became Consul, it was not the end for the Triarii, Hastati, Principes and velites for some decades more.
I am much more astonished, that I can recruit sarmatian heavy cavalry and horse archers in Germania Minor after Marian reforms. Well, the sarmatian migration to Hungary (Pannonia) and Romania (Moesia) happened most probably between 1 - 50 AD. Which is clearly imperial timeframe. Before that you could perhaps recruit them in Sarmatia itself (Ukraine). But they were never available in Germania Minor.

Hmm this is quite bizarre. Are you guys using the new fix pack I posted? I changed 1 reform unit, I wonder if that broke something.
If you aren't using that, then something is wrong with the upgrade mechanic itself I guess.

So you can indeed retrain the polybian units that I can recruit.
Also, I attached my save if that helps.
And yes I am using the WIP update, but it has been doing this since 0.96
