You gotta be kidding me right? I've seen a lot of John Wayne movies. He can't even move! How is he the best action actor ever??? lol that's laughable. At least Flynn was great as Robin Hood but The Duke? lol okay.
Clint Eastwood... though I'm not sure if you would count him as an action actor.. more a weapons platform.
Harrison Ford in the Indiana Jones trilogy as well.

It would have to be Mel Gibson. He was just perfect in the lethal weapon movies and Mad Max.
I like his intense hyperactive behaviour on screen, especially in the lethal weapon movies. His eyes have this wild stare that makes him look fierce. It's perfect for the action movie roles he has had.

I'm not an action movie fan myself, but I'd go with Bruce Willis, mostly because of Die Hard's and Mel Gibson, for his appearance in Lethal weapon and Mad Max. Stallone and Schwarzenegger (spent 2 minutes writing that name) seem like pretty perfect for brainless action movies, but mostly their movies just suck. Oh, wait.. Rambo! Best action movie series ever, Stallone is pretty great.
Schwarzenegger also had his good times (Conan!), but in newer films he's just boring. =)

I dont know whether he can count as a "action actor" or not but my vote goes to Ed Harris nonetheless...
I mean Arnold and Stallone can hardly act and just appear silly too me while Willis is way overrated...
If I want dummies that hardly speak I go for Arnold and Stallone, if I want an actor that can really give depth to a film I would go with Harris (see the Rock for example)..

I like Ed Harris aswell (he's excellent in The Rock) Sean Connery is very good also he's very cool calm and collected.

All great actors and they all bring something different to the table. Arnold is just plain tough and can beat the crap out of anyone. Jackie does his own stunts and doesn't look like he can do some of those moves. Mel is a great actor who has go that intensity and fits the role.
Connery, Gibson, Ford, Willis, Stallone and Schwarzenegger... in no particular order.
