There are so many effects that the topmost effects go off the screen. This is at a 1920x1080 resolution. Would someone who knows perhaps be willing to share the effects here so we can make proper decisions?

True, some even show not a single thing, they are outright blank from top to bottom. I thought they were going for a "polished" mod, this is breaking late game alittle bit in terms of visibility and overview..

This has been a problem for a long time and I can't figure out if its from too many effects or if it is trying to list all the AOR units for some reason and bugs out. I will keep working on it.
In my last DeI 0.96 Roman campaign, it happened in every region where I was able to upgrade to a level 4 main city chain building.
If I recall, it happened only for the "new" choices like garrison city and economical center, not the vanilla choice (but I can be wrong, it has been some time since I played that campaign).
Its the units, for example in Brundisium the description bar is blank all together while in Rome only few effects cant be visible.
I think it's about the size of the entire list, with the units making the difference of it going over the edge or not. Instead of removing units, simplifying the building effects might also do the trick.
If possible via whatever gui file governs it, perhaps condense the spacing in the list of bonuses and units, removing the empty rows or space between them?
