How to recruit elite Suebi units?

I have the red building to level 3, and I still can't recruit berserkers. It also shows that when I upgrade it to the 4th stage, it only unlocks the recruitment of siege weapons. Which buildings / tech do I need to unlock the recruitment of the more elite units? The best units I can recruit at the moment are the Sword Masters, Bloodsword, and Naked Spearmen. Forgive me if there is a tree that I have failed to find which shows recruitment / building / technology paths which would answer my question.

But, some units are from buildings other than recruitment. I think Berserkers are from the tier 4 commons public building (yellow chain only in cities) - Great Hall I think?
