Allies raiding my territories

Hello, guys
I have a problem.
I've been playing DeI 1.0 for like 40 turns or so into the campaign with the Getai. I have conquered Athens and Sparta (in doing so I have requested help from my allies). Now I have 2 defensive allies - their navies rading my newly conquered province. It is impossible to keep the public order with -50 per turn from being raided.
I did quelled about 2-3 revolts but it's annoying and I have to keep my armies in there while the Swebi and the Lugii are atacking Malva. Any way to convince my allies to stop raiding me or just war? What I have to add for info is that both those allies still have their cities so it's not their last navy.
I really like the position I am into with this campaign. Any way to "save" it or just start over?

The navies are raiding? It could be the sea region is shared?

Teach them a lesson by destroying those traitor dogs, letting navies raid your sea!!!

I am not sure if it is possible, but naval raiding might deal less PO penalties then now. I guess it works that navies are raiding ships and villages near coasts, but they should not be as successful as land armies. Not to mention how annoying it is when single, half manned ship of beaten nation can cause soo much toruble
