    Default Public order.

In DEI most of us know that if you put an army in a city the public order will decline. However if I dock with a fleet (only land units) to the city it will go up instead of down. Is it supposed to be like that or is it just not possible to change it? I'm just asking because when it's like this there was really no point in changing the system imo.

So this is a 2 part answer. First, there is a latent bonus in vanilla for military presence that can't be removed. So, that is why you get that bump from any armies or navies docked (we then add the negative on top of that positive).

Navies, for technical reasons, don't show our public order negative in the UI. So, check your PO the next turn and see if it did go up by that amount or not. Let me know as it does seem that sometimes navies do bypass the system.

It was indeed that it looks like it will improve but it does the oposite. I didn't think about ending the turn, would have made one less thread for you to check

We will add an advisor message for navies since they don't show up with their PO negative in the ui.
