Army unit caps were removed (as you can see in the 1.0 notes). Upkeep/costs now serve as a more natural limit rather than the artificial one.
The only units with caps are Eagle Cohorts mainly.
i see, it seems like veteran legionaries cost almost the same as regular ones but are significantly better and theres no reason to make the regular ones, for 1.01 anyway. will take a look at 1.02.

in present game play seems rather unproductive to make auxiliary infantry as they do not get the same upgrades from your buildings as romans do and legions are generally slightly better per price anyhow.
only time non romans units actually fit strategic need is regional cavalry that are cheaper/better than roman ones or certain certain ranged units. Those 2h barb infantry for flank charging are nice but hey, triarri have a whopping 60+ charge in phalanx its almost like a cav charge lol
Cavs are weaker now and AI won't use them well so even aux spearmen are unnecessary now, legions do fine vs cavs too.
on a side note, it seems that i'm still able to recruit principes/hastatis after marian reform - bug i assume?
I've always found the existence of "Veteran" units out of place since there is also the unit XP system. The same feature is represented by two different mechanics. If there are no gear changes, what's the point of a new unit type? Also, mobilizing veterans would realistically require having reserve (disbanded) veterans from previous wars in the first place, which is not a requirement in the game. You can basically recruit Veterans out of thin air.
I understand there are modding limitations, but my ideal system would be:
1) No "Veteran" units.
2) Relatively fast unit XP gain in battles, noticeable differences between experienced and inexperienced troops.
3) Unit XP decline over time, representing retiring veterans and raw recruit replacements.
I want to make veterans a unit upgrade from existing units that have reached a certain xp level, but I don't know if that is possible. I do know we could have a tech that "unlocks" veterans but that just doesn't feel right.
The auxiliaries are usually there, like AOR, to recruit where you don't have dominant culture. Core units will usually always be superior to these units.
