    Default Rebellion Cycle

    I need a little help with a recurring rebellion problem, I am Carthage, M/M. I have Lilybaem in Sicily and I took Syracuse. When I took Syracuse I made the mistake of Looting which caused a lot of unrest. I had a rebel army spawn. I destroyed the rebel army. Then another Immediately spawned. I destroyed Rebel Army, then another one immediately spawned.

    Looking at my public order i'm at -80 with it showing positive 20 next turn - IF I do not destroy the rebel army
    When I destroy the rebel army I get -80 currently with -25 next turn.

    So basically i have the choice of letting the rebels live and lower my order by 20 each turn while the rebel army grows, or destroy them and then have another spawn Immediately!
    It feels like a cycle of eternal rebellion

    Its early game so there is a limit to what i can do, I've built temples in both cities, im researching tech to help with public order. I'm trying to add traits to my general to help, but -25 is hard to offset.

    I think i'm not understanding the system

    You should let them gather up first (if you have a large force enough to kill them) - and then do it. Also don't forget to turn off tax in that region since it lowers public order negatives!

    good idea i need to turn off taxes then
    this situation could be very exploitable if it wasnt early game. having a small army spawn over and over again would allow a player to level a general and army very rapidly

    I think I found the source of my rebellion
    looking at the public order i saw -30 raiding
    I saw no armies around so I blew it off, then I realized I had left a small syracuse fleet off the coast alive. i destroyed it and now my public order situation is resolved.

    I am pleased to announce the unrest in Sicily is resolved.

    Nuff said about how to counter such a rebellion cycle.

    Just a comment: with campaign difficulty on "Very High", you would be even more pleased. Because now your rebellion cycle might become a death spiral

    Don't get me wrong. I just like to mention, that DeI is even enjoyable for masochists. I love it!

    public order is ALOT harder to maintain than before you need to research philosophy tree tech stuff, get digniatries, put your general on patrol mode in the area, do NOT garrison army in the city. turn off tax for that province, build happiness buildings as much as possible.

    the main problem you are having here is that partially controlled provinces are very difficult to convert to your own culture, you get a large happiness penalty for that. you either need to devote alot of effort for keeping peace or conquer the whole province asap to carthagize it. half of your province is trying to become carthagian they other half, roman. either give up sicily or take italy asap.

    in general for provinces that you can't entirely control without going to war with someone you don't want to... one solution is to take it and subjugate into a client state, it will help your income and give you a buffer for invasions as well.
