Reforms lost !

Hi,

I am currently playing as House of Junia and I have lost Polybian reforms effect (Imperium level 3, turn 54).
I have conquered Cisalpina at about turn 20 (gained Imperium level 3) and then lost all provinces to Raeti and Helvetii then regain again.
When the reforms occurred during that time, I had no money to recruit new units because of war in Cisalpina, but I saw them in recruitment panel (units from camilian and polybian reforms all together). When I finally reconquered that province and signed peace with everyone, decided to upgrade and returned to Italia. The reformed units are gone and I have also lost access to Accensi.

DeI is the only mod I have installed and restarting game or changing turn doesn't help.

BTW I am experiencing strange CAI behaviour (playing campaign on hard).
When I am at peace with everyone, random factions (Sparta, Ardiaei..) declare war on me and when it is my turn I negotiate peace (they have high accepting desire) and gain lots of money (4-5k)
