it has like 8 towers but most of them are considered buildings, and only 2 are towers, but once I upgraded them to balista towers they dont shoot anymore. Is there. Mod that changes this or something?

I don't think anyone has gotten towers to work on custom made settlements. You should not be able to build/upgrade the towers in regions with custom settlements in vanilla TATW and most submods. If you are playing a submod than the coder(s) must have overlooked these changes I suppose.

WRONG.
Towers are perfectly editable and totally functional, they can be made as you want in IWTE. You can make them to work exactly like in med2 vanilla, with upgrades and all.
SOmetimes they dont fire because you dont have soldiers close enough to it to activate the tower, it will not fire if there is no man near them, thats the way med2 engine works. Also their fire rate seems to be irregular so you wont see the projectiles firing some times.
Last time I edited dol guldur its towers were ok, upgradable and all.

Oh, that's annoying. I upgraded the Black Gate's towers to ballista yesterday, in vanilla 3.2. I thought during a battle I could hear them firing, but didn't see anything. Wish I'd known.

I have similar problems with Osgiliath. I upgraded balista towers but nothing in the battle changed...

Ignore my previous comment about the Black Gate, having fought another battle there yesterday I can confirm that the towers on the wall itself (so not the ones up on the shoulders of the hills) do more than simply make the sound of firing; they shoot their bolts perfectly well as far as I can tell, so long as there's men (or in this case, elves) to hold them.
You can set the towers to shoot whether they are manned or not.
