Random thoughts
I'm 100 turns into a campaign, & for some reason, my generals think that Europe is overpopulated as it is & have decided not to have kids. I'm keeping the family alive by reloading saves again and again (I never adopt). Meanwhile the Empire is struggling as generals are needed to lead armies & I have restricted gameplay on, so I can't build anything without governors.
Why not create a method to make the AI handle recruitment & development for certain areas altogether? For example, if I'm playing Hungary and conquer Wallachia, there should be a method to make it a sub-faction with the locals handling development & giving me tribute regularly. 3 less provinces mean 3 less generals to use.
PS- Why are my generals not siring kids? I have 19 generals & over 25 territories- so the ratio isn't a problem.

I also try my best to keep my bloodline pure as can be. If your king or heir has a daughter that is coming of age soon you can adopt someone, and marry her to him later.
19/25 is a normal ratio for my games I'd say, I don't play with restricted gameplay often though, so I can understand where it burdens you more
Try making someone your vassal and giving them as much land as you can without them rebelling on you, I guess
